My second short sale with IndyMac(One West) and after getting assigned to a negotiator I am unable to comunicate with them directly as they only want communication via email. This has become a burden to the process as sometimes Iwill go a week prior to getting a response even though I know they read my email right after I sent it since I send with return receipt request.

Is this the norm with IndyMac? Any other banks you know of work this way?

It is the norm in my opinion. Lots of other banks work this way in my experience.
My last Indymac/Onewest deal was the same way. Never got a return phone call, but the email communication was decent enough to get it done.
ServiceLink is now the company OneWest Bank is using for thier short sale process..
Funny some banks wont allow email. some prefer. I like using email. It seems a lot easier to keep track and to get a response. I had great success with OWB.
I just got approval from one that I have with service link, easy and she talked on the phone. I have another with OneWest bank that is not with service link and she is great to communicate with, on the phone and email. I think it all depends on the negotiator
I've definitely found it depends on the negotiator. I've had both types at Indymac. I personally like the e-mail communication a lot.
