I've negotiated over 420 short sales for my clients and other agents who dislike or don't want to negotiate short sales.
I work in LA, Orange,Riverside and San Bernardino county.
I do have the CDPE and SFR designations, but I find that experience rules over a designation. I have a 100% success rate, if the owner did not cancel their sale and pursue a different route. I've had short sales get declined the first time around and then get approved the 2nd time around. I do not give up.

Too often, many homeowners doing a short sale read up on the internet and speak to friends, coworkers, relatives and anyone else whose done a short sale, about how they received $3000 relocation assistance by doing a HAFA short sale.
