Darlene - HOAs will often accept reduced payoffs to get a new "paying" owner into the association. Who negotiates it? It depends. You can call your association yourself and explain your situation. Sometimes that is best, since the HOA might relate to your individual plight. Your agent can also do so. Good luck!

Yes, HOA delinquent could be negotiated. Ask the listing agent or the seller. I prefer the listing agent to negotiate because they have the HOA information and he should know how to handle this transaction. Sometimes, Seller don't care anymore and they rely on their listing agent.
