The beauty of an FHA short sale is that they are approved up front. There's no guessing what the bank will take b/c the bank already puts it in writing. If you ar having problems w/an FHA short sale, you can side step the bank and go directly to HUD for help. I have had to do this and HUD will intervene for you. It may only be a phone call or email, but it can do the trick.

Myra, I am currently working on an FHA short sale with Bank of America. We experienced quite an arduous beginning, and the file was closed twice by Bank of America. With Kent Dill's input (thank you, Kent!)  , I was able to have HUD intervene.
