Delay in Wells Fargo taking Possession of a VA financed property after Bankruptcy!

I am hoping someone here has experience or solution to the following issue:

I have clients who due to Identity Theft had to file Chapter 7 Bankruptcy.....their Mortgage was included in the Bankruptcy. The Bankruptcy was discharged in 11/2008. Wells Fargo did NOT deed the property back to the VA till June 2010.....Needless to say my clients are trying to purchase a new home using USDA and they require a 3 year distance from Foreclosure......Due to Wells Fargo's delay in processing they are 7 months from that......Their current lender is wanting a simple letter stating that it was due to a Back log in Wells Fargo processing foreclosures and not the fault of the owner so that they can grant an exception.........

I am seeking a contact or letter or anything from Wells Fargo......The VA has explained what happened and we have documentation of everything except  the Release from Wells  Fargo and a letter about the delay. The property was located in Florida and the owner is a Disabled Vietnam Veteran. The property they are try to purchase is in North Carolina.

 Why would anyone file a BK because of Identity Theft ? , I realize it would be a major hassle to clean up your credit but why would or why would the trustee even accept to discharge debts on your behalf that where suppousedly incurred by another person and if prooven so you would not be liable .
