How does ANYONE get 5% approved by 1st... Huge amount to go to a 2nd...

My prop is priced at $390K so 5% is $19,500... I keep getting the dreaded max of 3K on seconds. I have it again on this property. Private investor w/chase on 1st. Green tree for "private investor" on 2nd. I guess I will just wait till I get formal approval  on both 1st and 2nd and they go over my negotiators head with greentree.
