Buyer walked but new buyer submits same offer from a week ago and gets declined

I own a house in SC that just won't go away. I had a buyer (buyer #1) walk away the same day she received an approval therefore we submitted a back-up offer (buyer #2) and had to go through the entire process all over again. We came to an agreement with the negotiator but the approval process was taking to long (3 weeks) so buyer #2 now walks. The previous buyer (buyer #1) returns with the same offer as buyer # 2 which by the way just walked last week, and the offer is now rejected although it is EXACTLY the same as buyer #2 and with the same negotiator (and this is supposed to be a soft decline). I did call the negotiator's supervisor concerning her non communication with my realtor before we received this decision so I think she is doing this to spite me. Does anyone have any suggestions on this, who can I contact now to complain about this horrible negotiator? Thanks!

        It's hard to fully diagnose the situation as I am not involved, but my first question would be what servicer is this with?  It is also important to know that if a purchase price is approved it does not necessarily mean a new buyer coming in at the previously approved purchase price is guaranteed to get approved again. My 2nd question would be was another value completed on your property after the 1st buyer walked? Depending on the circumstances and with the right communication and escalations you may have a good chance at getting an offer at the previous approved amount approved once again.
