How, specifically is the newest short sale "legislation" seeming to effect our sales process?

I'm currently the buyer's agent on a Bank of America short sale, and the listing agent took a while compiling everything for the lender - but they came back with a settlement in a week and a half. I think that's pretty impressive. He did compile a complete short sale submission per the Bank of America guidelines. That still seems to be the trick to all of this...
