Has anyone completed a Short Sale after the expiration of a HUD ATP?

We have a Citi file and received an "Approval To Participate" (ATP) from HUD. We lost the buyer and the ATP expired. We are now told that we can no longer work a short sale since this is a one time shot. The foreclosure sale has now been rescheduled. Has anyone experienced this and what was the result?
