I am in the same situation and now we have an NOD filed as of 10/18/2012.  I called to speak to my assigned representative and was put through to someone else.  The number she gave me for escalation is 855-211-4872.  I called that number and spoke to an Andrew.  He told me that they will file my complaint (I wanted to escalate, not put in a complaint), could take up to 30 days to review to make sure they hadn't made any errors and would send me the resolution if any at that time.  Sounds like they want to do a CYA, not actually push the files along. 

 

If you try this, please let me know if you get a better outcome that I did.
