IRS and state tax liens...need help

I have 2 short sales. Both have major tax liens. I don't have any experience. Does anyone have a series of questions that you should ask the IRS or FTB and who should I ask to speak with?

Teresa. My clients unfortunately are not able to pay for it but perhaps see if the lender will pay. Yes please send her contact information.
