I am currenty negotiating a short sale with Central Mortgage.  Central Mortgage has counter the buyer's offer based on what I believe to be a bad BPO.  The negotiator Tina Moore; whom is very nice states that she can not submit the buyer's raised offer due to it is not based on their value. It appears as though Central Mortgage does not negotiate the price at all.  They seem to be very firm their price or nothing.  The only option I have been given is to have the buyer's lender order a appraisal and they will review and  take the appraisal into consideration.  Well as a licensed loan officer as well as a realtor in Florida, I know that the buyer can not spend anything or occur any charged anything until a full blown application with a contract is submitted after the 3 day waiting period of application.  So I feel this is a unreasonable request from Central Mortage to ask a buyer to spend money on a appraisal and wait and see if the seller's lender will honor a HVCC appraisal.  Not to mention the fact that it is against the law for the buyer to accure costs prior to the 3 day waiting period.  Any suggestions from other members?
