Etrade/PNC Heloc on Short Sale

Hello all!

I currently have an approval from the priamry mortgage on a short sale deal. There is a second with ETrade for 60k. I have been told by Etrade that they will take 10% ..bank agreed to 3k buyer paying 3k. So, the problem is I can't get Etrade to send me authorization on this. Does anyone have a contact at PNC or Etrade to help? Arggghhh
