Fax a 3PA to HUD's National Servicing Center to 800-489-1733 then call them at 877-622-8525 and explain to them that you need to open a ticket because the lender is refusing to submit a low net variance to HUD for review. They should be able to get someone assigned at HUD who can look into it for you.
