I will try to make this as short as I can. After several calls and the ss dept telling us to change something else on the HUD, they realized it was the taxes went up after the approval and said to send HUD back in with correct amounts. My closer was out and now he is back today and he refuses to send the file back. He said he is not sending it back "just because" so now the seller said she will let it foreclose so I have to call the buyers agent and tell them they are out all their money

You need a new closer. My title company makes as many changes to the HUD-1 s as there needs to be and without complaining (at least to me!).

When you're referring the your "closer" do you mean the Closer at Chase? If so, that's insane! If you can't go above his/her head, then find another way to get the difference in the taxes paid without changing their final number. Save the deal!
If you are referring to the title company's closer, that's even more insane! Get a new title company.
How is the buyer out any money? Would not the contract be cancel-able since there is a short sale contingency and earnest money would be returned with no lien holder approval? Or are you talking about time lost by the buyer?
You need to get to the CEO. I don't have the number, but I bet one of you has the cell phone number to send a text to the CEO or other executive at Chase.
I would pay the difference out of the commission and close... it can't be terribly significant and if you split it with the other agent everyone at least get's something and the deal is done!
