Need help- Negotiator(s) will not communicate

It's been 8+ weeks since submitting the package; the tsd is scheduled for 2 weeks; 3 negotiators have been assigned, and to date, none have communicated. Not once! What I do know has been communicated through the 'phone team'. According to them , this one is assigned to the 'high loss dept.'.

Can any of you share tips for success and better yet, a manager level contact? Thanks so much.
