I've got a situation where it appears we will have to do a short sale. 1st is with PNC and 2nd is with ditech. The ditech 2nd would have to take the discount. Would there still be any incentive available to the sellers?

You can ask, but typically there is no relocation incentive when a 2nd mortgage realizes a first is a full pay. If they don't realize it, it may slide through. Relocation programs are generally first mortgage incentives.
