Need Help - CitiMortgage won't budge, says investor won't change guidelines

I found out that the investor is CalPers. They will not pay more than $3000 to 2nd(want's $10,100, but they will bend). So okay, we can get the buyer and agents to come up with offer and submit it to 2nd TD. Nope! CalPers/Says any funds paid on behalf of seller will go to them, not the 2nd. Has anyone ever dealt with CalPers and how do I get in touch with their asset management?
