What do you mean by 3rd parties?   I assume they won't pay a company to negotiate the short sale for you.  If that is the case, which is the case with most lenders, submit the package yourself.

I am the 3rd party and the Lender isn't paying me. They refuse to take the package or discuss. I guess I can submit with no 3rd party authz from and go from there. Thanks

So, you are not the listing agent?  It is commonplace for lenders to refuse to pay 3rd party negotiators today.  If you are the listing agent, you get paid from the commission.
