Local Municipality threatening to disconnect utilities because of a "scheduled" foreclosure

Here's a new one!  My client received a letter yesterday that said:  "The Henrico County Department of Public Utilities has been notified of a pending foreclosure for the property. . .The sale of the property is set for September 16, 2011. . . As a result of the notification of foreclosure, unless you advise us in writing of your desire to continue service, the service at the above mentioned address will be disconnected on September 20, 2011."

Anyone else encountered anything like this?

    Never heard of that, probably just the municipality protecting themselves thinking that the property will be vacant then
