Letter Template or Advice for Negotiations with HOA

Does anyone by chance have a letter template that has been very effective when negotiating with an HOA? The Management Company says the request has to be in writng to the HOA Board.

 

$4600 is owed and bank says they will give $2500 and no more. I was going to offer $1500 as my initial offer. Any advice in this area?

    Also I am debating whether to have the borrower write it.
