Representing buyer wanting to purchase commericial property that has both residential and office space and listing agent is telling us that we must provide an appraisal for the short sale package?? He says that this is a requirement for commerical property short sales?? Is this correct?

This is quite common with commercial short sales. i am also of the opinion buyers should get an appraisal on residential short sales as well.
Not sure about that but if the bank is asking for an appraisal I would have NO problem providing it to them :)
