They will have to make a special exception. Guidelines through HUD do not stipulate a relo incentive for a borrower, but you can always ask to make an exception.
I worked with them earlier this year too. My guess is probably not since the borrower is deceased.
Financial Freedom is a division of One West Bank. We closed a transaction with them earlier this year. To my understanding they will review a borrower for eligibility of a relocation incentive.
