Appraiser's notes stated pool neglected & water/electric not on. Buyer's lender requires pool to be clean & working, water & electric to be on for appraiser to go back out.
Home has outstanding water bill for which Seller's lender has agreed to pay at closing. Seller cannot afford past due amount
How do we get around these issues? I am sure I can use a generator to put electric on, but not water. Pool company can clean & green the pool .
HELP time is of the essence.

Donna, how much is the water bill? Many times the water companies will turn on for inspections. Take your approval letter to them and explain that past due bill will be paid at closing. Electric company will do the same. I would NOT touch that electric with a generator, EVER. that is asking for trouble unless you hire an electrician and that will cost more than just getting the power company to turn on.
As far as the pool, that is the easy part, go buy 10 gallons of bleach, turn on the pump and dump the bleach in the pool. You may have to backflush the pump a few times but it will clear it up
