CAL VET short sale process?

Just received call from someone who wants to know about short sales for CAL VET. He's tried three agents, no one has any experience with this short sale.

 

Is it any different from what we're doing?

 

Can someone enlighten me on where to go, or where to direct this person? Property is in Oakland CA.
