It likely will depend on the amount of the lien, the NET to Ocwen, and who the investor on the note is. If it shows up as "Utility Lien" on the Est. HUD, my thought is that it likely will be declined by ocwen underwriters.

Not sure if this is helpful/relevant, but we bought a foreclosure property in June whose loan was serviced by Ocwen, and we were required to pay the outstanding water balance to the town (water) but were able to set up new gas/electric accounts without having to pay those old/existing balances.
