Does anyone know if PNC will do a short sale if seller is current?

I have a seller that is current and wanting to do a short sale since he owes more that its worth. He wants to move out of state. Its an FHA loan.

I cant find anything online about it.

I tried and failed. They wouldn't review it. The only way it goes to someone who can deal with a short-sale is to miss payments. I lost two buyers while waiting and trying to do a short-sale while current. Once a payment was missed it went to be approved. I know that doesn't help much...
