USAA Refinance leads to Short Sale - Will this work?

Former client called saying he has PCS orders. Purchased in 2008 for $271,000. Refi in June of 2012 for $290,000! I have to say I am sick to see that his refi cost him nearly $40,000. He didn't take out any cash. The home is worth between $256,000 and $269000. Do you think there is any hope to get this short sale approved?
