Resurgent wants Buyer to pay for Appraisal Fees

Hi,

I am working on a short sale of a mixed use property here in New Jersey. This file was submitted since last October. Yesterday, I received a notice that the short sale was declined because of missing docs. Resurgent wants the buyer to pay for the appraisal fees that will cost $3000.00. The offer price is $155,000. Has anyone received a letter similar to this?
