I know CA has a licensee restriction. Do other states mandate this? Is there a list somewhere?
I have a local owner with a property in two other states. We would list the properties with local Realtors, but he wants me to do the package submission and the negotiation.

I would speak with an attorney in the state that you're interested in negotiating in. Sometimes the laws aren't too clear. I've seen banking commissions state negotiators need to be licensed loan officers, but then that is merely their "official" stand on the subject and when you pull the LAWS there isn't anything on the books.
Check with the State RE licensing board, they will let you know:)
