The owner of a property is losing the property to a short sale.  The Owner's parent is a licensed agent.  Can the owners parent request and receive a referral fee?  Is this relatioinship too close or is a referral fee fine?  If HAFA is paying relocation fees, is it an issue?

No they can't. There may be exceptions to this but the lenders do not want any money going to anybody at closing except for the agents. And the agents cannot be related to the seller or the buyer.
