I am so completely lost about everything that's going on with HAFA. . .Is there a resource that anyone can recommend explaining the Fannie/Freddie as well as NON Fannie/Freddie options and when each takes effect. . .

Tracie,
Fannie Mae and Freddie Mac are no longer participating in HAFA as of the new year. The majority of investors and lenders participate in HAFA, They may still be eligible for an incentive with Fannie Mae and Freddie Mac, but it is not guaranteed. You can find more information here. http://www.fhfa.gov/webfiles/24211/ShortSalesPRFactFinal.pdf
